If you use any third-party security software (examples include software from Avast/AVG, BitDefender, Norton, McAfee) that software may block internet communication from apps until you tell your security software to allow our app network permission. Usually simply trying a different Wi-Fi connection or hotspot will solve this issue. The issue might be that the network you are on is behind a firewall or blocking the software from reaching out to the license server to recognize your license. You can also copy/paste the code to be sure you don't have a typo with your license code. Make sure you are typing in your license code correctly. If you just purchased any Decipher Tools program and your license code is not working, don't panic! -) It's usually a quick fix to solve the issue.
